A man who exposed himself to a group of teenage girls as they sunned themselves by a river has received a suspended sentence. Michael Webb was wearing only a white thong when he splashed and danced in the water in front of the children.
But the 42-year-old was spotted by an off duty detective who was out walking on the banks of the Avon with her eight year old son, and after speaking to Webb, during which he gave her a false name, he left the scene and contacted her husband, who is also in the force.
He spotted a man fitting the description of the flasher in a car and called in colleagues who were on duty who went to Webb’s home and arrested him.
Richard Thomas, prosecuting, told Swindon crown court how the officer was walking by the river when she heard the commotion in the water. She said Webb jumping up and down in front of the girls, who she thought were about 15 years old, as they lay on a beach by the river.
Mr Thomas said although he was only wearing a white thong and he was exposing his genitals to the girls. When he was questioned by the police he told them he had been painting in Malmesbury and decided to go down to the river to cool down.
He said he had seen the girls but had not exposed himself and was not trying to attract their attention by splashing but was trying to cool himself with the water.
Webb, of Little Somerford, pleaded guilty to one charge of indecent exposure. The court was told he had been convicted of a similar matter in 1999.
Oliver Willmott, defending, said his client had learning difficulties and was a simple country man. Webb’s learning difficulties, he said, were ‘part of the causation of this offence’ as he had no sexual outlet as he doesn’t have the ‘mental wherewithal’ to form a relationship.
He said his client lived with his father in a symbiotic relationship who was mentally able but physically frail.
As a consequence Webb could do the physical work around the house while his father was able to do the form filling.
Mr Willmott said his client had been employed as a farmer but after failing to spot a cow was ill the animal died and he was dismissed.Recorder David Lane QC said “In a quiet countryside setting you exposed yourself to four teenage girls and a mature woman with an eight-year-old boy at her side. All of those were deeply offended and shocked.”
He imposed a four week jail term suspended for 18 months and put Webb on supervision for 18 months.

Should have not let him off that easy....can't handle a relationship because he is always out after the young girls, and doesn't have enough time is what the problem is, think he needs some psyco doc to help him out also.

trouble is we are now a care in the community system,which translated by the government is let them out no worries only a small percenatge will be offensive or dangerous ! and its cheaper than having and running a hospital to help these poor souls !!!!!!

Well, I guess you play, you pay. He must have sensed some risk to his actions but decided to push it to the limit. If he wasn't so set on shocking the public to fullfill his desires, he probably would have been let off easier or ignored altogether. Maybe he should be sent to a "Penile colony.

He will be placed on the sex register as well, so I guess emigrating to the states is out of the question even if he mastered the form filling
