It would seem to me that if she is prepared to discuss the type of panties she wears with you, she is not going to freak out if you tell her how you really feel about her.
From the information you have included I'm not sure if you want a relationship with her, or just to have her panties. If you know what you really want in your own mind, and she is getting close to you she may well be looking for you to give her an idea of what you want. If you are able to tell her honestly how you feel, you might well find she feels the same.
What I'm trying to say is, know in your own heart what you want, and be honest. If all works out well then it was meant to be. But only approach things when you are clear and ready.

Boyfriends come and go. If you have feelings for her go for broke before it's too late. Tell her how you feel. Just prepare yourself ahead of time that it may not work out well, and she will never talk to you again. Trust me, I learned the hard way, and ended up losing my best friend out the deal.
