I heard this on the news this week, now it was either CNN or CBNC but my search on the web has not confirmed anything.
Apparently some knob head, mayor or something has in the name of decency, decided to come down heavy on those who show their panties above their waistline.
I heard it was a $30 fine.
If it was April I would of suspected an April fools joke, but has anyone else heard this? and no I wasn't dreaming or pissed ;)

It's probably in respones to the idiot kids(boys) overhere that wear their pants 6 sizes too big and below their butts so you can see their underware. It looks rediculous and, they aren't wearind panties!!!!

Ok vs but thongs were mentioned I'm almost sure, thats why the news item grabbed my attention.......... or maybe the news got twisted a bit as they sometimes do.

No. It sounds perfectly in character for many parts of Texas. Doubt you got it wrong, though I haven't tracked down the story one way or the other.
