WINTER HAVEN – A whole different meaning to Panty Stuffing. A 57-year-old man was arrested after he was caught stuffing 25 pairs of women’s underwear in his shorts, authorities said.The incident happened around 5:30 p.m. Friday at a Bealls Outlet Store on 6th Street.A store employee told authorities he watched Benjamin G. Kennedy stuff panties in his shorts. Another store employee said she saw Kennedy put a yellow shirt in his shorts.

An off-duty Winter Haven police officer approached Kennedy and saw a pair of pink panties hanging out of the man’s shorts pocket, authorities said.

Kennedy resisted, but eventually was wrestled to the ground and handcuffed. After which, the panties and shirt were recovered.

Officers also recovered a pair of wire cutters, which Kennedy was using to remove the security device from the clothing, police said.

Kennedy was charged with theft, resisting arrest and battery on an officer.
